The Jordan Institute is launching a new program - C-PACE - to finance energy-efficiency and renewable-energy projects with private investment. Enabling C-PACE legislation allows municipalities to authorize special assessment districts so that privately owned commercial buildings can attach project-repayment costs to the property as liens.
