The Department of Youth Services is multi-faceted,  furthering the mission of New North Citizens' Council which is to provide advocacy, public and human services to Hampden County residents with an emphasis on the Hispanic/Latino community for the purpose of enhancing the preservation and support of the family resulting in the improvement of quality of life.The Department of Youth Services provides in home social services through PAS (Promoting Adoloscent Strenghts), youth employment,afterschool programming, and youth leadership development with the  NNCC Youth Council. The NNCC Youth Council, is a council of 20 youth, who are dedicated to civic engagement and community service. The purpose of the NNCC Youth Council is two fold: To provide leadership development through job-experience to young people who are elected and sit on the council, Secondly to provide a service to the community as a whole, through community service, surrounding the council with real environmental issues the community faces.
