to prepare amendments to the zoning and subdivision regulations; to prepare and update the Town Plan every five years and prepare amendments to the plan as necessary; to undertake capacity studies and make recommendations on matters of land development, urban renewal, historic and scenic preservation, the conservation of energy and the development of renewable energy resources and wetland protection.
