Warner River Local River Management Advisory Committee (LAC)
Our Purpose
To maintain a fair and equal balance of all uses of the Warner River including recreation, habitat conservation, hydroelectric power generation, agriculture, and historic and cultural appreciation. The committee's principal effort was to nominate the Warner River to the State's Rivers Management and Protection Program (RMPP). Beginning in late 2015, and thanks to a New England Grassroots Environmental Fund Seed Grant, the committee held monthly meetings and performed six public information sessions to education the public on the tremendous resources of the river and the implications of nomination to the RMPP. On July 11th, 2017, NHDES hosted a public hearing at the Warner Town Hall to formally gauge public support. Pending approval from the NHDES commissioner, NHDES will submit a Legislative Service Request in October 2017 to draft a bill to amend RSA 483 to include the Warner River in the RMPP. In the meantime, representatives from the Warner River Nomination Committee will meet with Senators and NH State Reps to solicit bill sponsors. Initial meetings with Senators and State Reps have gone very well and given the high level of public support, the committee is confident the Warner River will be the nineteenth river to join the RMPP, the first one since 2011. Following designation of the Warner River to the RMPP, a Local River Management Advisory Committee (LAC) will be formed. The LAC will consist of representatives of all river interests and will be responsible for creating a River Corridor Management Plan. It is the aim of CNHRPC, with the aid of a New England Grassroots Environmental Fund Grow Grant, to provide educational and grant making services as well as technical assistance to this venture.An excerpt from the NH DES website relative to LACs:A distinctive characteristic of the NH Rivers Management and Protection Program is the partnership created between state government and local citizens through the formation of a Local River Management Advisory Committee (LAC) for each Designated River. Each committee plays a vital role in protecting not only the river, but its shorelands as well. A minimum of one resident from each riverfront community along the length of designation is appointed to the committee by the Commissioner of the Department of Environmental Services. Committee members represent a broad range of interests and backgrounds.The responsibilities of the Warner River LAC would be:(a) To advise the commissioner, the advisory committee (Rivers Management Advisory Committee), the municipalities through which the Designated River or segment flows, the municipalities within tributary drainage areas on matters pertaining to the management of the river or segment and tributary drainage areas.(b) To consider and comment on any federal, state, or local governmental plans to approve license, fund or construct facilities that would alter the resource values and characteristics for which the river or segment is designated.(c) To develop or assist in the development and adoption of local river corridor management plans. The local planning board may adopt such plans as an adjunct to their local master plan.(d) To report biennially to the Rivers Management Advisory Committee and the commissioner, and annually to municipalities on the status of compliance with federal and state laws and regulations, local ordinances, and plans relevant to the Designated River or segment, its corridor, and tributary drainage areas.
