Smart Growth Chester received a grant in 2011 to pay for legal representation and expert testimony to challenge the proposed development of a new 9,100 sq ft Dollar General store based on Chester’s Zoning Regulations and the recently updated Chester Town Plan.

Our Purpose
to inform Chester residents about the process of planning and zoning and, through greater public participation, to build a consensus for appropriate, harmonious, steady and well-paced growth to enhance the social, environmental, cultural, and economic values of the Town. Specific goals are: 1) to use Chester's existing zoning regulations to halt the plan for Dollar General to build a 9,100 s.f. discount store on Main St in downtown Chester; 2) to advocate for zoning regulations that would forestall big box retail from moving into Chester, and to see that such regulations are enforced; 3) to encourage appropriate development and to advocate for alternative ways of delivering goods and services that fit the rural character of Chester; and 4) to advocate for a diverse and broad-based local business community as the most stable and sustainable economic model.
