Concerned Citizens of Russell is dedicated to creating and preserving a quality of life in the Pioneer Valley that promotes and protects a sense of community, the health and wellbeing of its citizens, especially the vulnerable, and the environment.

The group’s successes so far include: a major information drive to inform the citizens of Russell, surrounding communities and environmental groups about the MEPA process, resulting in over 200 letters going to MEPA opposing the project; creating a web site; participating twice in the Westfield River Symposium; provided assistance to a community group in CT facing a similar threat; some members/supporters running successfully for positions in tow government; raising over $25,000 for community outreach and support for the permit appeal; forming the Pioneer Valley Preservation Coalition with assistance from the Toxics Action Center; helping 27 citizens become interveners in the DPU process, a record number; and appealing the DEP water permit that was granted to Russell Biomass.

The group, located in Russell (MA), received its latest NEGEF grant in November 2008 to, in the short term, prevent the construction of a 50 MW biomass incinerator, permitted by the ZBA, in an inappropriate site due to its proximity to neighborhoods and the elementary school. The group’s long term goal is to transform the town by building an organization that fosters unity, empowers people to meet community needs and brings in businesses that complement the character of the town. Beyond that the Concerned CItizens of Russell is looking to promote sound energy and waste policies in New England.
